Capital articles, timber, iron, sailcloth, will be purchased through special contract with Department of Treasury. Labor and material purchases will be made by an agent. A principle builder or constructor will be appointed. Captain of the ship will superintend. A Clerk of the building will be appointed to maintain accounts.
