Description

Circular sent to John Blagee, Jeremiah Yellot, William Pennock, James Sheaffe, John Langdon, Mssrs. Gurney and Smith. Knox describes the general regulations. Capital articles, timber, iron, sailcloth, will be purchased through special contract with Department of Treasury. Labor and material purchases will be made by an agent. A principle builder or constructor will be appointed. Captain of the ship will superintend. A Clerk of the building will be appointed to maintain accounts.
