Herewith I send you a Statement of your Account to the first of January last, by which there appears to be a balance in your favor of 189 7/100 dollars but the deficiency of your vouchers particularly for your recruiting account prevents a final settlement at present. I have therefore to request your qualification to the whole account warrant (a form of such qualification you will see at the bottom of said account) it being the only remedy you now can have recourse to in order to effect such settlement.—
The bounty paid your recruits agreeably to your Statement amounts to 1067.94
To which I have added the following sums which were not charged by you viz.

From the inclosed Copy of my remarks on your recruiting account you will easily perceive that there are only 875 7/100 dollars of the above sum for which complete vouchers appear.—
I perceive the difficulty of your being qualified to the whole of your recruiting account, as some of the men were paid their bounty by the officers who inlisted them, and in some cases the amount said to be paid not known. Therefore you make such alterations in the form of the qualification as you think proper and your account shall be restated accordingly.—
