B. &c / ans [undecipherable]] Middletown June 16^th 1794— I have Received your letter of the 10^th of June— agreeable to your directions I herewith transmit to you my account with the Vouchers and Men's Inlistments which I hope will meet your approbation. Several of the men were not Mustered untill I handed them to Capt. Boz. Howe on West point, two of which I inlisted on my march — I have Charged in my account my Barraking for the year 1793. which was disallowed at the Comptrollers Office and was directed to apply to the accountants Office where he made no doubt but it would be paid. I was to the Expence of hiring a Room the whole year and at the Close I made my account out and receiv'd my money of the Contractor [undecipherable]. he Sent forward his Charges of the Barrack expences supported by my Vouchers which was disallowed, but always allowed to Officers at this and all other posts untill the Year 1793. I have Since refunded the Contractor the money— undoubtedly Officers are allowed Barracks as well as their Men and I make no doubt but every officer has profited Justice done him — I have the Honor to be With Esteem Sir Your most obedient and humble Servant— James Bissell Joseph Howell Esq^r Philadelphia
