Sir
Colonel Sargent the Secretary of the territory North west of the Ohio, has represented to me, that he being about to descend the Ohio on the business of the Government, with the executive duties of which he is entrusted, during the absence of the Governor, that he may want some protection and accommodation, which will not be incompatible with the public interests.
You will therefore give such facility to Col. Sargent, as may not involve additional expence, and in case of the descent of troops, the commanding officer will place an escort on board the boat —
