SIR,
*THE President of the United States, with the advice and consent of the Senate, has appointed you a* Captain *in the corps of Artillerists and Engineers.*
*The earliest information is requested whether you accept or decline the appointment. In order to enable you to decide upon this subject, the act for raising and incorporating this corps, the pay, rations, compensations for wounds, &c. to which it is with the other troops entitled, and a list of the officers, No. 1, appointed on the 2d instant, as they are to rank, are herewith transmitted, and also a list No. 2, of the previously existing officers of Artillery, who, it is to be understood, are by established rules to have precedence, in their respective grades, to the officers mentioned in No. 1.*
