[Kn^x. 1. p. 9] War department May 11. 1794 Sir, The President of the United States consents to your propositions relatively to the defensive protection for the frontiers of Georgia. So far as to the establishment of a block house every twenty five Miles of the line & expects to arrange and garrison the same with One Subaltern, One Serjeant One Corporal & eight or fifteen privates these men to be of the militia of Georgia and to be engaged until the first day of January next unless sooner discharged. It is to be understood that the hundred foot boats heretofore ordered are to be considered as part of this arrangement— But the President conceives that the hundred horse also heretofore allowed will be all that will be necessary at present. I have also written to M^r Habersham to furnish provisions to these block houses as you will perceive in the enclosed. It is understood that each Garrison will erect the block house for their own facility— M^r Habersham will find the Tools— Your Excellency will have the goodness to make a Return of the number and precise situation of the block houses you may establish in pursuance of this letter. The regulations which should be established for these small Garrisons ought to provide for the regular inspection and muster of the men. Indeed it will be necessary that a Continental Officer be appointed for this purpose and I shall direct M^r Freeman accordingly with instructions upon the subject. As to the number of Militia kept up by your protection during the last year no Returns or musters have been received of course no judgment can be formed of their amount. Some reports have made them the number before mentioned to you. When the Returns and musters shall be received the question will be impartially considered by the President of the United States, whether under the circumstances of the case he can consider himself as authorized to pay them.
