I have endeavored to bring to a final close the accounts of the Militia transmitted to the Secretary of War for their services in defence of the frontiers of Virginia in the Year 91, 92 & 92, but for want of regularity in the vouchers and system in doing the business I find it impracticable — I have therefore Sir stated an account current for the services of 1793, and allowed the pay &c. so far as the Laws of the Union and my instructions will admit, the balance of that account will by this conveyance be sent to the Treasurer of the State.
You will receive enclosed my remarks on the accounts for services in 89, 90, 91 & 1792, also a copy of the Account Current for 1792 as allowed, accompanied with the Abstract of rations admitted, which differ so immaterially from those transmitted that it is not worthy notice — there are other objections to the account which arises from want of Musters &c. but the most material arises with that class of militia termed Scouts — in order to have the necessary
