I observe that you do not seem to contemplate the necessity of having a set of Muster and pay rolls examined and certified by you with the sub paymasters receipts annexed, as proper vouchers for your advances, and that the sub paymaster should have duplicates for his government in making payments —— In my letter of the 3^d Inst. I have written more generally respecting your transactions — You mention that you will transmit Mr. Dorsey's rolls; he cannot receive credit untill the receipts are also produced which must be for the whole amount of the rolls, excepting for arreers of dead or discharged Men not Disbursed. — When these accounts and vouchers are transmitted if any balance should remain he will refund it to you and afterwards there cannot be any payments made but immediately from This Office for the arreers of those men — I return you the Muster and pay rolls of Capt. Kellans company and duplicates of an estimate which I laid before the Secretary of War in order to have the money provided, but I find by your estimate of pay, subsistence and forage, for the troops, that you will from the remittance of 995 dollars to John Matthews Supervisor of the State of Georgia to complete the pay and forage of the troops to the 1^st of June to be transmitted to you, be enabled from that sum to pay the Company and the arreers of subsistence of the troops as well as your salary and Mr. Whitney's — Ensign Garret Vrorhis who is ordered to
