Notwithstanding your belief that the receipt and delivery of the Whiskey is well arranged yet as it may be otherwise, and as you are going to the Army I request that you would [illegible] to examine into the whole business and see it precisely and punctually counted according to the [sistem?] transmitted to you in in 1790.
It has been suggested that there is something defective in the arrangements at Fort Washington Steuben and Knox.
Direct that the Quarter Masters for posts, receive and distribute the spirits according to your directions.
