I have examined Order No 282
in the year 1793, Settlemt 5 of the Accountant now on file
in the Treasury department & find that Lt Staats
Morris who was charg'd with the payment of the recruits
raised by Majr J. P. Wyllys for April & May did not
pay Serjt Dl Cook. nor was he made up in the
Pay Role fitted & deliver'd Lt Morris — owing as I suppose
to a [undecipherable] that he was "under bond" & it being
presumed that he might be releas'd by the Civil authority —
it appears that he has march'd from the rendezvous
& is detach'd to & with Capt [undecipherable] Howe I therefore conceive
that the above sum of twelve Dolls his pay for those months
should be granted to him —
