Enclosed I have the honor to transmit to you a paper being a copy of a note A furnished to me by Mr Francis. It is not my wish or his to produce injury to Mr Morrow, but as purchases for any purpose whatever on the large Scale, which the public service requires manifestly afford dangerous opportunities of this nature, I have not considered it consistent with my duty to omit the communication of the facts to you.
Mr Francis wishes that no use may be made of the matter with out his being first informed of it.
