Sir
In consequence of the arrangement made for the Officers to discharge such part of their pay as they may desire at this Office, I am informed that they have very generally relinquished their pay at the Army from 1st of August— and have given powers to Merchants at the Westward who have probably supplied them with goods and cash— As the pay has gone forward to the Army to the 1st Inst. and as the intention of that arrangement is so greatly exceeded which I believe was meant only to extend to the families and friends of Officers here, I wish your instructions whether it is proper to discharge the same, observing that the army having been so much in arrears is perhaps the cause of this matter, but it being
