On considering the question stated in your letter of March 7th I do not find, that any authority is given by law, to make payments to a State for the services of Militia, on different principles from those which are to govern in other cases. — I therefore conceive, that the practice which has been pursued in respect to the payments formerly made must be continued, and the States held responsible for the payments of monies over to individuals, untill settlements are made. —
