On considering the question stated in your Letter of the March 9th I do not find that any authority is given by Law to make Payments to a [strikethrough: State] for the arrears of that on different Principles from those which are to govern in other cases. — I therefore conceive that the practice which has [strikethrough: ever] [strikethrough: prevailed] in respect to the payments properly made must be continued, & the States held responsible for the payments of the monies over to Individuals, until all accounts are made —
