Sir,
Before I give my opinion on the question stated in your letter of March 17th it appears necessary that I should be informed of the cases in which monies have been paid to States for Militia employed in the public service.—
I request you therefore to inform me what sums have been advanced to Militia, who received the monies from the War Department, & what accounts now stand debited therefor in the Books of your Office.—
The question respecting the act of February 12th 1793, has been submitted for the opinion of the Attorney General of the United States.—
