By your authority, delegated to me by letter of the 2d Instant, and upon the princi=ples therein suggested, I have appointed Mr Louis Henry Bouteiller, (Chief of a Brigade of Artillery in the armies of France) to be Chief Artillerist for this Post.
He accepts conditionally—that the Minister of France will consent thereto —
