I received your Letter of the 3d ulto and the duplicate Statement to general Wilkinson exhibiting the deficiency in the estimate of the Army pay for 1798 which I laid before the Secretary of War, who will take the necessary steps to the Money forwarded as soon as possible. The Account and Vouchers of Capt Blackburn as well as your receipt to Charles Hyde for pay also came to hand.
I have again to request that you will transmit a statement of your account and the vouchers accompanying the same agreeably to the Instructions of the Comptroller once in each Quarter! as I experience difficulty from the want of them. If you forwards your accounts Quarterly they might be sent to Rest, as they cannot not do so untill acts require, as forwarded for that purpose
