Considerable deviations from the system prescribed by the Comptroller of the Treasury increasing in the transactions of the paymaster of the troops which however may be palliated by circumstances, nevertheless prevent me from officially acting on a great proportion of his account, and before they can be finally closed no doubt his attendance will be necessary.
