Agreably to your request I enclose [undecipherable] of what I conceive to be the great out lines [undecipherable] Officer recommended by the President and Congre[ss] — and also what I think he well b[e] entitled to receive for his services The neces[s-] ets of [undecipherable] ance for rations and forage will depend on his [undecipherable] tion — you will perceive, I mean to extend his care and responsibility to Marines as well as other stores — so that Captains of Ships of War as well as Officers com-manding Corps of Troops shall be accountable to him for the use of all Public property committed to them — and he himself, for the final adjustment of all accounts to the Treasury. —
