Accountants Office March 1, 1794 Sir, The treasurer is directed to remit to you the sum of $218. 21cts being the balance of your account for recruiting and contingent expenses, of premiums to have recruits and of your own pay and subsistence from 1^st April the date of the acceptance of your Commission to the 21^st December 1792 inclusive. Your account having remained unsettled, for so long a period and your transactions so interwoven with other officers, has rendered the proof necessary to be established and the examination extremely difficult; but in order to do you justice I have ex- amined minutely, into all the papers in the Office relative to your transactions and where there has been a deficiency of Musters I have admitted the premium for enlisting on your statement substantiated by your qualification. Observe the bounty and premium is allowed for all those men that were mustered to those who marched from the rendezvous and for deserters, provided they have been long enough in service to entitle them to as much Pay as the premium allowed amounts to — so that I apprehend you will be satisfied with the settlement. many of the deductions heretofore stated are admitted to your credit, and I enclose a list of those still existing, and the reasons assigned for the same. the 1^st 2^d 3^d objections are conditional, the 2, 3, 6, 7^th are conclusive. I have received your Muster for the month of January last — as soon as Congress have passed the Appropriation act for this year the Pay will be forwarded. You will observe that the principles adopted on this settlement — men to the 1^st Aug 1793 cannot govern after that period as you were then authorized to muster your account yourself — Remark [undecipherable] has not been allowed to any officer it has in some instances been paid by the Contractors to officers, but afterwards deducted from their pay.
