No Stone Unturned in the Public Service
Document 1794Lyman asserts that he has made few charges against the public relative to his recruiting. He was on horseback most of the time and even went into Vermont. Even though he was responsible for the most of the recruits that were enlisted and was using his own horse in, he has left no stone unturned in the public service. The charges he has made have not only been just but made with the strictest principles of economy.

[Joseph Howell Esqr accountant to the War Department Philadelphia]
[Capt Lymans No 6]
Springfield 11th Feby 1794
Sir
I recived your letter of the 22d Ulto and since that time have recived of Mr Walter Graham Supervisor Three hundred and twenty five Dollars & 80 Cents for which he has my receipts. have also had them put agreeable to the inclosed Statement & receipts —
I have also inclosed answers to the notes on my recruiting account. Likewise the whole of my accounts to the 31 of December 1793 you mention that the charge of 11 Dollar 28 [strikethrough: &90]/16 cents 3 Doll & 85 cents paid by William Smith requires particular explanation. those sums were raised me by the orders of Major Prescott & [undecipherable] and as they told me by the express orders of the Secretary of War. the charges were not a matter of my chusing but was ordered on this service by my Superior officers. and had not the least Idea of ever hearing from them again as I fancy they continued in service I never should for if any blame they would have been accountable but however I have made but few charges against the public considering the services I have done for in the Summer of 91 I was most of the time on horse back through most of the towns in this County and into the State of Vermont and was the means of raising most of the recruits which were inlisted at this Station I made no charge for my own horse which was in [undecipherable] service the most of the time
through the whole of the business I have been Zealously attentious to the public service. and never left an opportunity to render as much service as was in my power. at first it was not in my power to keep my accounts so regular as I could wish. for while I was in Vermont & the upper part of this County my orders were to find the recruits to this place without paying them but a small part of their bounty & some times they expressed aversion to [undecipherable] & facing them. and in many instances would not get a Justice to [undecipherable] them and [strikethrough: had] paid them part of their bounty and the men never joined. in such cases I have made no charge atall — but you will find only the charges I have made are not only Just but have been upon the strictest principles of economy — I have recived no money from no quarter whatever except what you have charged against me. and I believe not so much. the Sum of 40 Dolls on account I [undecipherable] I think is a wrong charge but however my receipts will determine as I have receipts for every Cent I have recived from any one. In future my accounts shall be filled often and I have in better order then the old one I shall want recruiting money soon as I have [undecipherable] them which have been inlisted since the first of Jany
which leaves but a small Sum in my hands. I am Sir
your most
