I inclose a voucher to a contingent account of Ensign Daniel Bissell for keeping a public horse which he states to have received of Major Isaac Craig in Pittsburgh— As I do not know on what authority the charge is founded and as it is not within the Idea of a contingent expence of the War Department, I refer it to you as possibly belonging to the expenses appertaining to the Quarter Masters department—
