Sir
I received your Letter of the 11th Inst covering the Muster of your arrists which I now contrasted again to return with remarks thereon inclosed which will discover to you the impossibility of my forming a pay roll, owing to the inconsistency of the Muster roll — I request you to satisfy the errors pointed out therein and to return it immediately in order that the men may receive their pay which cannot be done in any other manner than on a pay roll regularly examined and settled in this Office — as soon as this matter is completed I have no doubt but that on your application to the Secretary of War you will be directed to come forward to settle your accounts, when that may be the case I would remind you to bring forward all your vouchers that have any relation to your public business, that no embarrassment may arise to a final adjustment of your accounts —
I am Sir Yr
Joseph Howell
P.S. I inclose copy of Circular Letter of 22d Inst Feby & form of a muster roll —
