(Circular) War Department Accountants Office January 23. 1797 Sir, I inclose you a form of a Recruiting Account, which is to govern you in stating your recruiting account, to be rendered with the mens Enlistments and receipts as necessary Vouchers to this Office for Settlement. As the Secretary of War in his recruiting instructions has directed you in paying the Bounty to advance certain proportions thereof until you have ascertained the fidelity of the recruit, I have in this form provided columns for four several payments which are to complete the amount of the bounty, the receipts are to be taken separately for each recruit and the several payments to each, will be placed under one number of your Vouchers in this account. Instead of a signature not being written it is to be written by a man of notoriety. — You will observe that before your recruits march or are otherwise transfered from your command you are to pay them their full Bounty any regulations in respect to paying the bounty notwithstanding.
