Invoice of Powder now in the Magazine near Frankford sold to Tench Francis Esq^r agent for the United States and of which the Samples have been approved on trial [marks] FP fifty nine Bbls of one hundred weight each and five hundred & seventy one q^r Barks of twenty five pounds each — FP 2 twenty seven Bbls of the above weight & two hundred & fifty three q^r Kegs of the same weight with the above [strikethrough: quarter Kegs] — FP 3 fourteen Bbls and one hundred & one quarter Barks — MKP eighty one quarter casks — RFB 1 thirty five quarter casks — RFB 2 fifty [undecipherable] quarter casks — Philad^a January 20^th 1794 Whelen & Miller Philadelphia 20 January 1794 I certify that I have proved the Powder as stated in the above Invoice agreeably to Instructions received at the War Office, and find it to answer thereto in every respect. — Note forty Casks promiscuously taken were with the Certificate given by M^r Wheeling & Miller to determine the proof of the whole quantity of the same marks then in the Magazine at Frankfor[d] [signature] Tench Cox[e] We Certify that the barks containing the Powder in the Magazine at Frankfort, from which the Samples were taken by Captain Fisher for trial and proof under the orders of the Secretary of War and those of the same marks respectively in the said Magazine sold this day by us to Tench Francis for the Public use and delivered to Samuel Hodgdon Commissary of Military Stores are of the same Kinds and qualities and we accordingly Warrant them all to be of equal goodness and to stand the same proof Whelen & Miller
