On examining the accounts of [undecipherable] the Contractor at Richmond I observe that he makes the following charges, and which [strikethrough: were] paid by directions of Captain Heth, the commanding officer at [underline: the post], Viz:
Jany 21 1793 Cash paid for the advertisements of a return from Capt Heth's company —————————————————————— £6.12
Ditto entering from the Cavalry —————————— 1.2
June 3. Cash paid for prison fees for [undecipherable] Montgomery by a return —————————————————— 3.11.6

These payments should have been made by Cap. Heth himself as they immediately belong to the contingencies of the recruiting service & do not come within the province of the Contractor, and I have seen [undecipherable] in my instance to [undecipherable] them by credit, as a hardship would attend their being [deducted] from his accounts, Cap. Heth having marched from Richmond, [he] could not now obtain the repayment, without much difficulty.
