Pittsburgh 17th January 1794 Sir I have Received your letter of the 11th instant, enclosing one addressed to Lieut Robert Thompson which is Delivered. An unexpected Change of Weather on the 11th prevented Major Cass from embarking on the 12th Since which the River Continues full of Ice Captain Crawford is not yet Returned from Head Quarters. I have herewith addressed to Joseph Howell, the Muster and Pay Rolls of the Garrison of Fort Franklin and Beaver Block; the Garrisons of Fort Fayette and Wheeling cannot be mustered until Captain Crawford’s Return. I have, however, advanced the Men one Months Pay and I find that they are generally accountable to Captain Crawford for two Months Pay by his Orders on Merchants in their favour, for Necessaries they have purchased.
