Dear Sir,
I enclose you three estimates of the expence of building and equipping frigates.
No. 1 — Was made in the year 1790 in this city, and is in general the most perfect; but the wages of the men were then placed greatly too low.
No. 2 — is an estimate made in the same year in Boston, and I believe is pretty accurate, but not comprehending all the equipments.
No. 3 — is an estimate made Recently in this city, and may be considered as tolerably accurate of those articles which it comprehends, but there has not been sufficient time to obtain perfect information.
