I have received your Letter of the 11th Instant together with the several Packets and Letters for Officer, with the Army, which shall be sent forward in Charge of Lieut Underhill, who is to descend to Fort Washington, as soon as the Ice will admit a passage, on Board a Barge just arrived, with Governor St. Clair, and Lieut John Smith.
The Contractor Agent informs me that after the Expiration of the present year, Wheeling Ceases to be one of the Component parts of their Rations, and therefore to be Issued to the Troops by the Quarter Master Only, but that they have a Considerable quantity of Whiskey on hand at Fort Franklin equal to three months supply which they offer to Issue on separate orders of the Commanding Officers of the Posts, at the same Rate of Ration, that it may hereafter least, when purchased & issued in the Manner directed by the Secretary of the Treasury not having your Instructions to forward a supply before Winter, it being almost impossible at this season, I have agreed to his proposal untill your pleasure is known on this Point, the other Posts I shall supply in the Manner directed by the Secreatry of the Treasury.
I have provided for Capt. Cooks wintering here - I presume it will be impossible for his Detachment to descend the Ohio on their Arrival at Pittsburgh.
