I have just been furnished with the inclosed arrangement for the payment at this office of such proportion of their pay as may be desired by the Commissioned Officers of the Army — I hasten to communicate it as the measure may relieve the anxiety of those officers who are desirous of [strikethrough: making provision for their] families — you will observe that the payments intended by this arrangement will be facilitated or embarrassed according to the transmission of the Muster Rolls. I would therefore advise that a sets of them be forwarded particularly for this purpose as soon as they are taken, to wait for those accompanying your vouchers would create such delay as greatly to defeat the Convenience intended by this regulation — It is to be observed that the Officers must appoint an attorney to appear in person at
that each officer should have an attorney and as many may not have acquaintances at the seat of Government, it would be well that one person should be empowered to transact the whole of this business, and perhaps some one responsible person in the public offices would be best qualified. and if it should be a matter of sufficient magnitude some additional allowance to his Salary perhaps would be granted, so as to save expences to the officers. An arrangement has been made in consequence of your representation to the Comptroller of the Treasury of the 13th of August last, for discharging at the office of the accountant such part of the pay due to the Commissioned Officers of the Army as they may desire to have paid here. The following plan has been devised for the purpose.
Let the officers who wish to be availed of the arrangement, execute an instrument, according to the form (A), to be lodged with the Paymaster of the Army; and let the Paymaster of the Army grant a certificate according to the form (B), to be lodged with the Accountant of the War Department, with a power of Attorney from the officer.
The Accountant on receiving these papers may then proceed to discharge the sums relinquished for such subsequent periods as the Officers shall appear from the Muster rolls to be Transmitted, to remain in the Public service.
An attempt to extend the accommodation hereby intended, to the non-commissioned officers and Privates of the Troops, must be abandoned as impracticable. Because it would occasion too much intricacy in the details, and perhaps expose the public to the risk of making double or improper payments.
