Sir,
Your letter of the 7th instant I have received together with a packet for Gen Wayne and one other for Caleb Swan enclosed. These dispatches shall be sent forward by a safe hand this evening.
The Packet received by last post for General Wayne was instantly sent by express to Wheeling & arrived there in time to be deliver'd to Captain Crawford on his way to Head Quarters.
The River is still [undecipherable]. But, should the Present weather continue the navigation must soon be obstructed by ice.
The Quarter Master General has made a requisition for five tons of iron & several other articles. I am therefore under a necessity of applying for [undecipherable: probable reading "nearly"] five thousand dollars, will enable me to close the transactions of the year at the end of which I have to request your Permission to Visit Philadelphia for a few days on Business of my own that requires my Presence.

Sir,
I have received Your favour of the 3 instant — The money put into my hands by General Posey [undecipherable] four hundred and forty seven dollars, was by your order paid to Lieut Tinsley, his receipt for that sum was sent you by last mail, it appears that that money was intended for Pay of the Garrison of Fort Franklin only, for the month of February 1793, therefore no part of it could have come into Captain Crawford's hands.
Captain Crawford was certainly greatly oblg'd by Mr. Semples advancing money on his drafts. [undecipherable] Mr. Semples principle view in that Business was to assist a Friend in need. I hope therefore that no informality in this transaction may prevent the drafts from being paid as soon as Captain Crawford returns the Rolls for the whole Year shall be made out.
