Sir
I beg leave to call your attention to that part of the Comptrollers instructions which directs the mode you are to render your accounts to this Office which seems not to have impressed you with the idea meant to be convey'd. In directing the charges you are to make and defining the credits [strikethrough: you] to be given the result necessarily shews that an abstract is required to be forwarded with each transmission of your [strikethrough: del] Vouchers, the balance of which must accord with that of your books at the time of each transmission — This abstract [strikethrough: will prove] will always shew the vouchers transmitted, in case of their being lost or mislaid, and, the name of the accountable Officer with the purpose of the warr. its number [strikethrough: and number] & amount will constitute the debts to be liquidated as directed by the Comptroller & the credits to follow accordingly —
I enclose Duplicate of my Letter of the 16 Octo. (respecting your Payments on estimate) to which I am directed [strikethrough: you] to require your entire observance — I am Sir
