War Department September 14. 1793 Sir I had the honor by the post of yesterday, to receive your Excellency's favor of the 9^th instant — requesting to know whether the expences of taking into custody and safe keeping the Brig Nancy, prizeto the two unlawful privateers Petit Democrat and Carmagnole, are to be defrayed by the owners — It is conceived that all the expences of taking into custody, safe keeping, and restoring such prizes, are to be defrayed by this Government. But if the said Vessel should choose to enter her cargo, the duties thereon are to be paid as any other vessel. I had the honor on the 7^th Inst^t to remit to the order of your Excellency, the amount of the expences of the militia. Any further expences which may have accrued, will be paid with equal promp- itude, upon account thereof being transmitted supported by vouchers.
