Sir,
I have the honor to enclose to your Excellency the copy of a letter from the Governor of Georgia of the 13th ultimo, enclosing a copy of the proceedings of a Council of War of the general officers of the Militia of said State, and also an answer to the said letter of this date.
The letter which was addresd to you of the 16th of the month of June (a duplicate of which is enclosed) was of very different a nature from requesting assistance to invade the limits that the President of the United States is persuaded that you would not consider it in any degree sanctioning such a measure, and thrufer that you will refrain at this time from affording the assistance of South Carolina to this proposed expedition.
