I have requested the Secretary of the Treasury to advance five thousand dollars in order to be transmitted to you for public Service.
You will keep the Quarter Master General constantly informed of the Sums that you draw. You will also inform me of the articles which are to be transmitted immediately and which are contained in your estimate of the 20 July, of the objects of expenditure after the first of July.
The dispatches for General Wayne must be transmitted instantly by an express Post.
It is indispensible that all Stores designed for the Army be transmitted with all possible dispatch.
