I send to you by colonel Sargent the vouchers, and a duplicate of my account current of the expenditure of $4895.2[undecipherable] dollars of the money whilst [undecipherable] out will me from Philadelphia in December 1791. — The original account Current was forwarded to you from this place on the 20 of June last telling. — This money, originally destined for the pay of the Levies, Militia, and regulars, being divided to various other purposes, was disbursed by me under circumstances, liable in a peculiar manner to irregularity, and want of System. It was applied to the payment of the [undecipherable] — the pay of the 2d Regiment for 1791. — the contingencies of the Department at large — The Quarter master Generals department, & &c. As will more fully appear by an examination of the Vouchers, which I trust are just as will obtain a credit for the amount without difficulty or altercation.

You will find in the box which goes by Col Sargents, all the muster rolls on which the payments have been made — and in the abstracts of the pay of the 2d Regiment for 1791. you will observe that I have made an unsuccessful attempt to State regular amounts Current for each Company, but from the heterogeneous materials upon which I had to work, and a want of in[undecipherable], [undecipherable] then cannot be closed.

But you may consider it as an uniform rule, that all [undecipherable] and officers who have no account to [undecipherable] duly. Mr. Balle has just returned from [undecipherable] and I am leaving the way to an ultimate Statement of the payments as averaged from 1791 & 1792. to the troops of this place and its dependencies.
