Sir!
I have the honor to transmit to you a list of the Invalid Pensioners for the State of Massachusetts, with my warrant thereon, for the payment of their annual pension, Commencing the fifth of March last, and ending the fourth of September next inclusively.
The Secretary of the Treasury will furnish you with the necessary funds to pay said Invalids.
You will be pleased to observe that the Invalids returned as examined by the Circuit Courts are not included, as the Supreme Court of the United States have not made the adjudication required by the Law passed on the 28th of February last, without which no payment can be made. I have [strikethrough: caused] advertisements to be inserted in all the public papers, that the payments will be made by the Commissioner of Loans for the respective States, on the fifth of September next.
With respect to the instructions you will be pleased to adhere Strictly to those given you on the 30th of January 1792. and confirmed by my Succeeding letters.
On the fifth of December next you will transmit to this Office a return of the Invalids who have applied, and to whom you have made payment, in which you will also note any deaths or removals which may have taken place of any of the Invalids, and of which you may be informed.
Your accounts of payments and the respective Vouchers belonging thereto, are to be transmitted to the auditors Office of the Treasury, for Settlement.
