I transmit you herewith duplicates of my last letters to you.
As the office of Adjutant General is again vacant, The President of the United States authorizes you to Nominate an Adjutant and Inspector and to put him into the execution of the duties of his office.
The case of Doctor Scott is referred to you to take such order thereon as may be necessary and proper so as to enforce subordination and military discipline. The proceedings of the Court Martial in Georgia and Doctor Scott's remarks thereon will give you a view of the case.
As Captain Winston will succeed to the command of the Cavalry, it is hoped he may have joined you as he has long since been ordered so to do. Enclosed are Invoice of Quarter Masters, Military and Hospital Stores and Medicines which have been furnished and forwarded for the service of the United States since the 1st January last to the 20th July instant.
