Sir, I have received your letter of the 31 Ultimo A Sum of Money is preparing for the Quarter Master General agreeably to his estimate, in which the objects you mention must be comprehended. The Sum you mention shall be deducted from his estimate and transmitted you by the next post - to wit 5000 dollars I have directed Lieutenant Colonel Clarke to erect a Block house at the Mouth of Wheeling. I request you to inform me whether there will be any danger from the Indians in sending Waggons and Stores directly to that place and whether there is not a sufficiency of Water below it for Navigation through the Summer. Please also to inform me whether there are any houses, at the Mouth of Wheeling and the amount of the population in that vicinity.
Let me always know from time to time when you send boats down the Ohio and the Articles on Troops with which they are ladening.
The The dispatches for General Wayne herewith transmitted are of the highest importance for him to receive directly. You will have a fast sailing boat immediately provided - the letters must be put into a Box or Tin Case loaded with lead so that if the boat is in danger of being taken, the packet may be sunk; it must not be taken ^and if in danger thereof must be destroyed. I have written to Colonel Clarke for a party for this express boat. It must be well armed and well commanded.
