War department May 16 1793 Sir I have the honor to acknowledge the receipt of your favor of the 7 instant, with its enclosure from Colonel Arthur Campbell, both of which have been submitted to the President of the United States. The information of Colonel Campbell is directly the reverse of the expectations entertained relatively to the conduct of the Cherokees, which from the latest information, would have seemed to be of a pacific Nature. If however they should make the invasion as stated, it would be indispensible to oppose their parties with an adequate force of which as it relates to the frontiers of Virginia your Excellency must be the judge. The Accountant of the War department did not report until yesterday upon the Accounts of Virginia, owing as he says to the business of the recruiting Officers before him. The bill on behalf of the State for Fifteen thousand dollars drawn in favor of John Hopkins will be paid. But as no person is authorized by the Treasury to accept bills of this nature, I must entreat that no more be drawn, as it may be out of my power to order payment. The Balance of this Account as stated by the Accountant shall be transmitted through the Loan Officer of Virginia. The difference between the sum charged and the Sum paid will be accounted for by the report of the Accountant, herein enclosed.
