Accounting Concerns
Document 1793Howell discusses a number of accounting concerns, including the rounding up of sums of two thirds of a cent and above, the pay of the troops for February, arrears of subsistence due officers for 1791 and 1792, and the absence of a need to include subordinate payrolls when the general payrolls have already been sent.

Sir
I have this day Rec.d your letters of the 28 Ulto as also the Warrants No 40 & 45 amounting to $715 dolls. 97/100 D. I perceive in your calculation with the accompanying Rolls of pay that you introduce the fractional parts of a Cent — this method of doing business I fear will ultimately lead to Error and prevent the [strikethrough: us from] Books from Balancing — I therefore to request you will either entirely omit the have fractional parts, or where they may happen to occur allow the fraction to the two thirds of a Cent and drop the one thirds entirely — This method is generally adopted at the Treasury and I Believe operates nearly equal —
General Posey will I expect leave this on Monday, he will take out the pay of the Troops for the Month of February — 2000 dollars on Acct of arrears of Subsistence & 1800 dollars to pay such Troops [strikethrough: a copy] for 90 days in 1793 as may be called into Service below the great Kenawaas
I have an Idea there must be great arrears of Subsistence due the officers for 91 & 92. I therefore with
with your attention to this point & endeavor to procure the Accounts from of the officers of their arrears, & from those Accounts form an Abstract for by bringing the whole into one View it will save immense troubles — I presume it is unnecessary to specify way Roll that is sent by [strikethrough: you because] the Pay Roll on which the Warrant is granted will inform what subordinate Rolls either did or should have accompanied — I therefore consider the acknowledgement of the Rolls in which payment is made to be sufficient — but if it your wish to have a particular Return it shall be done — [strikethrough: All Vouchers are held together by me but as they will] have to travel to the Treasury Department I will not answer for them to be in the Same Order —
I am Sir
Your Obedt
J Nourse.
