Sir, I have the honor to acknowledge the receipt of your letter of the 20th instant with the enclosures to which due attention will be had.
Some of the boats proving leaky after loading I was obliged to postpone the embarkation until tomorrow morning at reveille.
Enclosed is a General Return of the Legion up to the 28th instant, which is as accurate as circumstances will admit.
The respective Garrisons from Mead's station on the Alleghany to Fort Jefferson & Fort Knox inclusive at the lowest estimate requires eight hundred & forty four men, which would leave a surplus of 2412 total aggregate
The total aggregate returns present fit for duty including every Post, Garrison & quarter are 2180. This business has been exaggerated and wrongly represented. — by the best information the following are the facts — an unfortunate misunderstanding took place between Ensign Gasaway & Lieut Jenifer the evening preceding the fatal catastrophe, which produced a challenge from Ensign Gasaway to Lieut. Jenifer It was agreed that they should stand back to back at a given distance, face advance and fire when & at what distance they or either of them thought proper. Ensign Gasaway fell. —
