I have just rec'd your letter of 9th Inst. covering Capt Sparks' recruits acco.t & also Capt. Wells pay roll of recruits, —
My directions respecting Stoppages from Officers was meant more pointedly to those who have rec'd the arears of the late levies, but would apply in a more qualified sense to those who have recruiting & Contingent Money &c to account for, but in either case the sum to be Stopp'd would be govern'd by the balance in the hands of the Officer to ascertain which sufficient time has elapsed, & I cannot conceive that any reason can be Assign'd that would justify a delay. I do however authorize you [strikethrough: to judge] by a very slight examination of their account you can judge of the sum that [is] necessary to be Stopp'd — [strikethrough: my object is to compel a settlement — which will be] & after my examination which will be as speedy as possible after I have the acco.t I shall inform of my determination thereon — I inclose a Continuation of the abstract of want —
