James O'Hara Esqr
D. M. G. Sir
War Department April 20th 1793
In pursuance of your requisition the Secretary of the Treasury has issued his warrant in favor of your agent for Sixty thousand Dollars, which he will forward immediately.
The remaining Sum of twenty five thousand Dollars will be issued in due Season. —
We Admit in your estimate requires explanation After mentioning twelve Waggon masters, 3 forage masters, and 158 drivers you State 12000 Dollars for the payment of the Department — This Sum confounds all estimates or Calculations and does not appear upon enquiry at the Treasury or is founded upon the Statement of your accounts, not than six thousand Dollars is the whole Sum appropriated, during the present year to the Quarter Masters Department, and 21000 dollars the rate of your estimate would absorb nearly one quarter — you will please to explain this estimate minutely.
The general will communicate to you in confidence, the time when the Stores will be wanted — The term you may require immediately, you will make a provisional arrangement for the horses being supplied with certainty in due Season. —
There were a number of Horses left in Kentucky by Mr Ludlow the Contractors Agent at the close of the year 1791. It is understood at the Treasury, that these Were in part of those for which General St Clair rendered bills, and which were furnished by the Contractor, and that therefore the horses are public horses. You will diligently enquire for these Horses and take them into the public Service, for which you will probably pay the Small Sum demandable for them, haulage, in Some Cant bodies. — Mr Ludlow is at Fort Washington, and can inform you upon this Subject. —
If Mr Belli is here Settling his Accounts, he will be order'd to join the Army as early as possible.
You will pray the Armourers I shall direct Mr Hodgdon to Send their engagements.
