I have just rec^d a letter of S^t Ins^r covering the rect. of Maj^r Hughes & D. Bond, I hope you have been particular in your instructions to Officers act^g as Paymasters, for I have found much difficulty in similar cases to make them understand the necessary duties By M^r Belli & Maj^r. Rudolph who have just arrived from Fort Washington, I learn that M^r. Britt is very ill. I fear that the acct^s of the troops in that quarter particularly will not be settled agreeably to the arrangement. I observe a deviation from the System in your payment to M^r. Britt it being on estimate instead of being on [undecipherable] Rolls in the latter case it was proper to make him accountable to me, in the former the transaction is properly subordinate to the duties of the Paymaster.
