Your letter of 15th inst. informs me, As the ultimate examination of the accts. of this department is made at the Treasury it does not rest with me to dispense with the warrants of the Commander in Chief being annex'd to the pay rolls, I do not however see any reason [strikethrough: why it Should] for delaying in the first instance that transmission as they must come forward at some period, —
