Sir, I have the honor to acknowledge the receipt of your letter of the 16^th ultimo with the enclosures from Gen^l Wilkinson; which are the latest from that quarter. — General Wilkinson has long since been authorised to convene & hold General Courts martial in all cases, or to decide upon them, except when the life or, dismission from service of a Commissioned Officer is concerned, in that case, I have ordered him to transmit the proceedings of the Courts for my decision. — Enclosed is the General Return of the troops at this place for the month of February, and I expect by the next post to have the honor of transmitting you a General Return of the Legion of the U.S. as far as practicable from the documents in my possession, and from its dispersed and distant situation. — Nothing further from the Cornplanter. I therefore wait impatiently for your orders respecting the movement of Col. Patter, who I wish was with you in order to superintend & expedite the casting and making the improved Howitzers &c. Doctor Carmichael arrived safe at this place last night — with the pay of the troops up to the 31^st of December 1792. — I have the honor to be with very sincere esteem your most obed^t. & very hum^ble Serv^t.
