Sir
The Secretary of War having authorized me to render your Accounts and directed Duplicate Bills to be transmitted to his Office. I Shall cause pay Rolls to be made agreeable thereto the amount of which will be remitted to you through the Supervisor of the Revenue for the District of New York on paying your accounts to you will be a Separate Receipt for the full Amount. Also to such as appear on the Pay rolls which will always be made up to the 1st of month in which the muster is taken in case of a Signature not being written two Respectable Witnesses will be required on transmitting each Subsequent State of muster the Vouchers for the expenditure of the Sum previously remitted within Statement of the Sums Received and Paid and your Letter on the Subject will be expected to accompany the Same inclosed to me under Cover to the Secretary of War. — By the Act of Congress 5 March 1792 it is enacted that after the 1st June in that Year the assignment of the pay of non Commissioned Officers or privates Shall not be valid of Course it is intended that the payments Shall be made to them personally.
