Sir,
By the act of Congress of the 30 April 1790 a premium of two dollars is allowed for each recruit duly enlisted and mustered. embarassments in obtaining this allowance having arisen on the settlement of the accounts of recruiting officers who have not had their recruits mustered, and as it is inconsistent with public œconomy to have Inspectors or Muster Masters to attend the several places of rendez vous, I have thought is expedient to authorise you to muster your recruits regularly once in each month. Triplicate muster Rolls being taken accordingly you will certify the same on Oath as being a true Statement of your recruits, duplicates of which you will transmit to this office by different conveyances.
At the time of qualifying each recruit, you will require from the magistrate a certificate of his being an able bodied man and appearing to answer the requirements contained in your recruiting instructions. for the expences of qualifications and certificate you will allow to the magistrate fifteen cents for each recruit to be deducted from his bounty.
