I have conferred with the Secretary of the Treasury, relatively to the United States purchasing a quantity of provisions, which appears to have been provided by the State of Virginia for the Service of certain militia intended to be raised for the defence of its frontiers on the Ohio. Notwithstanding — the dispositions of both the Secretary of the Treasury and myself upon this Subject it appears, that the measure cannot be adopted, consistently with the contacts which have already been entered into, by the United States for the Supplying of provisions to the troops on the Ohio.
